He is the elected member of the Legislative Council who is recommended by the elected members belonging to the largest party in the Council which is opposed to the Government or, if no such recommendation is forthcoming or there is no single party in that position, the elected member who, in the Governor's judgment, is best able to command the support of the elected members who are opposed to the Government.
ويكون العضو المنتخب في المجلس التشريعي الذي يوصي به الأعضاء المنتخبون المنتمونإلى أكبر حزبمعارض للحكومة في المجلس أو، في حال لم تُقدم أية توصية أو لم يكن أي حزب في هذا الوضع لوحده، يكون العضو المنتخب الذي يرى الحاكم حسب تقديره أنه الأولى بأن يحظى بدعم الأعضاء المنتخبين المعارضين للحكومة.
